Dr. Bertrand Ramcharan
Former High Commissioner for Human Rights of the United Nations
Professor Dr. Bertrand G. Ramcharan is a Barrister-at-Law of Lincoln’s Inn, London, with degrees in philosophy, history, and law, and holds the prestigious Diploma of the Hague Academy of International Law. He has published several books on international law, including works on the International Law Commission and the International Court of Justice. During a United Nations career spanning more than three decades, he served as Chief Speechwriter for the UN Secretary-General, Director of the International Conference on the Former Yugoslavia, a Director in the UN Political Department, and Deputy and then Acting UN High Commissioner for Human Rights. Dr. Ramcharan has also held academic positions as Professor of International Human Rights Law at the Geneva Graduate Institute, Chancellor of the University of Guyana, Professor of International Law at the University of Ottawa, and Visiting Professor at Columbia University and Lund University, Sweden. In October 2019, the Caribbean Court of Justice Academy, in its first honour roll, designated him an Eminent Caribbean International Jurist. His latest book, published under the auspices of the University for Peace, is A Human Rights Handbook for Judges and Lawyers.
